To prevent unauthorized consumer intervention in the operation of the electricity meter, the utility company installs protective seals. Let's consider the types of sealing used and methods for removing seals yourself, depending on the type of protection installed.
People ask questions:
- Is it possible to remove the seal from the electric meter yourself? Answer: It’s impossible because this is a violation of the law and when they come to you with a verification, there may be large fines (because you will not be able to prove to them that you removed it a few days ago).
- How to remove the seal from the meter? Answer: We have described this in the article below.
Our site does not recommend removing the filling yourself. If you are making repairs, then contact the supplying company, they will remove it and install it in place.
How are fillings checked?
During the inspection, the correct installation and condition of the device itself (integrity, tightness) and the seals installed on it are visually assessed: their appearance must correspond to the established sample and method of application. If signs of depressurization and breakage of the security seal are detected, the meter must be removed for delivery for examination after drawing up a report signed by the inspector .
If no violations are found, operation can be continued until the next inspection. The inspection period depends on the type of device and is determined by the manufacturer: 4-6 years for water meters, 6–16 years for electric meters, 1 year for gas meters.
How to quietly remove a filling and put it back in place
Before you independently remove the seal from a hot or cold water, gas or electricity meter, you should photograph the sealed device from several angles.
Disc-shaped filling
A lead washer with a diameter of 10 mm with two through holes is compressed by a sealer and fixes the fishing line (wire) surrounding the meter. It can be removed in two ways:
- Gently tighten if the clamp is quite loose.
- Cut and drill. First, the protruding ends of the control string are removed, then the seal is wrapped in paper, clamped with pliers and a hole is drilled with a millimeter drill.
For reinstallation, you only need a vice: a line is passed into the lead disc, wrapped again in paper so that there are no traces of compression, and compressed.
With holographic sticker
Holograms, rectangular number stickers, are often used for filling IPU. How to remove the seal from the meter without damaging it? The adhesive base on the sticker softens.
- Take a plastic bottle with a volume of at least 2.5 liters. A hole is drilled in the lid, a thin long hose is inserted - it should descend into the container only 4-5 cm;
- Fill a bottle of hot water halfway and screw the lid tightly on;
- The seal is covered with a thin plastic bag and heated by a stream of steam escaping through the hose;
- The holographic sticker is removed.
The process can be simplified by replacing the homemade steamer with a hairdryer. After completing all the steps, the hologram is pasted back to its original place.
Plastic seal
Polypropylene or latex clamps do not require additional equipment for installation and are easy to dismantle without damaging them. So, how to remove the plastic seal from the electric meter?
- The control material is lubricated with oil and carefully pulled out.
- The seal is lowered into hot, but not boiling water (70–80 0 C) for 1–2 minutes, and removed from the fishing line.
To re-seal, a thread of the required diameter is threaded into the plastic seal. If this fails the first time, the hole is expanded with a thin steel wire or string.
On self-adhesive stickers
Such stickers are less durable than holograms: the prints on them are blurred and the paper is deformed. Self-adhesive seals are removed in the same way as holographic ones - by gentle heating.
Reverse fixation is possible using PVA glue. Or a fake sticker is made, printed on a high-quality inkjet printer.
To prevent the fake from arousing suspicion among regulatory agencies, cunning guys create the appearance of wear by first moistening the place where it is glued.
Important! When peeled off, the factory design or the inscription “OPEN” (OpenVOID) may remain.
Antimagnetic sticker is the most popular seal; it is placed on:
- Electrical;
- Water;
- Gas meters.
How to distinguish a fake?
Management companies install them to protect themselves from neodymium magnets, but many companies skimp on the material. They order low-quality self-adhesives or use dummies themselves. All genuine tapes come with a serial number, tear-off tape, anti-magnetic capsule and watermark. Counterfeits may be in the form of a colored stripe with some numbers, but they do not react in any way to a magnet or to attempts to open it.
Seal in the form of a piece of lead pipe
An oblong piece of tube, compressed with a sealer, is often used to protect water metering devices. How to remove it?
- If the twine is not twisted, simply pull it at the entrance and exit of the clamp - the seal will open.
- A through hole is pressed with a thin awl (or drilled out like a lead disk).
A seal in the form of a pipe.
Re-installing the seal requires care: a fishing line is passed through, the tube is clamped between two flat surfaces - for example, pieces of plywood.
Plasticine
The most unreliable type of sealing, since plasticine is easily removed from the meter and molded back:
- Plasticine is removed by hand or with a knife;
- The cast is returned to its place and any hot object is brought in, after which it is deformed - the plasticine will flow.
When the seal from an electric meter or other IPU is removed several times, a plaster seal is made, having previously cooled the sample.
How to remove the paper seal from a water meter
Seals on self-adhesive numbered and non-numbered stickers. For these fillings, the method of removal and restoration is completely similar to the previous one. There is only one more way to restore such fillings. These seals are self-adhesive stickers with some kind of logo, or pieces of paper glued, usually with PVA glue, with the seal of the inspection organization and the signature of the inspector or sealer. We recommend counterfeiting these types of fillings. We remove the seal as carefully as possible, stick it on a piece of paper (if necessary, restore its integrity), scan it, and then print it on an inkjet printer with maximum quality. Before sticking the filling in place, we spray it with water, preferably from a spray bottle, to give the appearance of wear and slight blurriness, which is inevitably present on such fillings. A plastic seal in the form of a disk with a diameter of 8-10 mm and a thickness of approximately 4 mm. This seal, as a rule, is placed on a fishing line or copper wire and is compressed with a seal so that it cannot be moved along the fishing line or wire and gain access to the device being sealed . Water meters and electricity meters are often sealed with it. In some regions, at the beginning of the installation of gas meters, this sealing method was also used to seal them. Recently, this filling has been used less and less. This filling is simply a godsend for us, and the person who came up with the idea of using it in this form evokes in us a sincere feeling of gratitude. It’s very easy to remove this filling (and then put it back in place)! How to do it? Sometimes, behind the seal, knots are tied on the fishing line or the ends of the fishing line are passed again before sealing, through the hole in the seal, and then the seal is compressed (sealed). But all this is not a problem - the knots are easy to untie. Before removing the seal for the first time, you can lubricate the wire or fishing line with machine oil (this is so that the fishing line or wire slides better) and simply slowly and carefully pull the fishing line or wire out of the seal (or vice versa, pull the seal off the fishing line). If problems arise, lower the filling into eighty degree water or pour a directed stream of hot water onto it from a kettle, but not more than 80 degrees for a minute. At the same time, the filling becomes even more pliable. After removing the seal from the fishing line, holes from the fishing line or wire remain in it, into which the fishing line or wire can easily be inserted when sealing. If the holes are small and it is impossible to insert a sealing wire into them, then you can always insert a thin steel wire into the hole, such as a guitar string (the thinnest), a steel core from a P-274m field cable, etc. Then the strung seal needs to be driven along a pre-tensioned string or wire so that the hole expands. For resealing, it is advisable to use new fishing line or wire! Also, this seal is sometimes installed on a nylon thread or hemp. In the case of nylon thread, the seal can often be pulled off. If it is not possible to pull it off, the thread is cut and simply pushed out of the seal with a thin awl or needle. They do the same with hemp. To re-seal, the filling material (fishing line, wire, thread...) is passed through the holes or units being sealed (fixed) and inserted into the holes on the seal. The seal is covered on both sides with thin smooth metal, plastic or wooden plates and pressed with pliers. There is no need to press too hard. After all, you still want to take it off. And when pressing, under no circumstances use fabric or non-smooth plates instead of smooth plates! In this case, a relief pattern of the material will remain on the filling. It is often difficult to insert hemp or thread into the small holes in the filling. In this case, we impregnate them with PVA, give them a pointed shape, let them dry, thread them through and cut off the adhesive ends. You can use a loop to thread the needle's eyes.

Fines and punishments for removing a seal
Accidental or deliberate violation of the integrity of the seal makes the further use of the IPU illegal. From the moment the protection is damaged, operation of the meter is illegal and is punishable by fines.
From the gas meter
If an attempt is made to open or replace the seal on a gas meter without making changes to the metering indicators, the subscriber will have to pay a fine in the amount of:
- 300–500 rub. for individuals;
- 20–40 thousand rubles. for legal entities.
The amount of the fine will increase several times if the fact of understatement is proven. The company supplying the resource will recalculate at the maximum consumption rate for the time that has passed since the last check (but not more than six months).
From the electricity meter
Without accounting for electricity consumption after removing the seal from the meter, the following is punishable by a fine:
- 100–300 rub. for physical persons;
- 300–500 rub. for officials.
If selfish intent is proven, that is, a deliberate change in testimony, an amount of up to 200 thousand rubles may be recovered from the subscriber. Violation also involves punishment in the form of imprisonment or forced labor for up to 1 year. Additionally, recalculation is made for 6 months.
But utilities can also use models:
From the hot or cold water meter
Removing the seal and attempting to disassemble the water meter threatens the subscriber with a fine of 200–300 rubles. The subscription fee is recalculated for the last 6 months with an increasing factor equal to 10 times the amount.
Most antimagnetic detectors come with a sensitivity of 50 to 100 mT. They are triggered when the magnet is brought within 7–10 cm.
Failure due to negligence - procedure
If the dismantling of the seal of an electric meter or other IPU was carried out unintentionally due to negligence, the owner can avoid punishment. The procedure in this case is as follows:
- Record the instrument readings at the moment the malfunction is detected.
- Report this fact to the Criminal Code orally and in writing (keep a copy of the application signed by the receiving party).
- Reseal the meter in accordance with the requirements of the regulations.
The management company, having received information that the subscriber unintentionally removed the seal from the water, gas or electricity meter, will make a calculation without an increasing factor, provided that such situations have not arisen before.
Payment for sealing services will be at the expense of the subscriber.
If, according to the meter readings, there are no special deviations from the average for the house or from previous payments, breaking the seal is considered to be due to negligence.
Note. Meters on staircase landings are the property of housing and communal services.
They are responsible for their condition and integrity.
Symptoms to look out for if you have fillings in your mouth
Dentists identify a number of symptoms that indicate the need to seek professional help. Removal of the filling followed by tooth treatment may be required if the patient notes:
- Reactions of teeth to cold or hot food;
- Darkening of tooth enamel or filling;
- Bleeding gums during hygiene procedures;
- Their inflammation or change in color;
- Mobility of the filling or fragments breaking off from it.
Due to the fact that during a routine dental examination it is not possible to identify caries under a filling, the patient is prescribed a visiography. It will provide an image of the affected unit, which allows the development of caries to be determined.
How to carry out repair work and replace the meter
There are many options for how to remove a water meter, but the fact is that it is not so difficult to remove the device, just as it is difficult to then go through all the steps. That is, it is much easier to change the entire riser and not touch the seal than to remove the water used meter yourself. But, if you have a desire to do it yourself, you need to know a couple of tips regarding this.

A bit of bureaucracy
Before removing the water meter yourself, you need to call a representative from the city water supply service so that he can take readings from the device and open the seal. To do this, it is necessary to prepare the entire package of documents so that the representative writes down all the data in the register. And for this you need to have:
- passport data so that the representative can make sure that the water meter is being changed by the owner of the house and not by a stranger;
- registration certificate for the water meter (if you need to remove devices for cold and hot water, then you need to provide two registration certificates for each device);
- telephone number (if the number entered in the register has been changed).
When the representative checks all the documents and agrees with the owner of the house on the reason why the meter should be changed, the owner can begin work.
A representative of the water utility or another company that is licensed to install the meter must be called in any case. Because, as already mentioned, this device is state property. And, if the seal was damaged during the process, then the owner may simply be fined.
But, before changing the meter, you need to decide why it needs to be done. And depending on the problem, go in the right direction. So, before you remove the water meter yourself, you need to know that water meters are removed in case of the following problems.
- The service life of the water meter has expired.
- The device broke down before its warranty expired.
- The control valve is broken.
- Physical damage to the water meter.
- Replacement of pipes in the water supply system.
- In case of exchange or sale of housing.
Therefore, depending on the problem, it is necessary to solve and coordinate all work with the representative. Because for some types of work you will have to turn off the water supply to the entire riser. And this point needs to be discussed with neighbors in advance. After all, few people would like not having water during the day.
Preparatory work
After all the bureaucratic details are completed, you can start working. And to do this you need to familiarize yourself with the plumbing unit, which usually consists of:
- control valve;
- coarse filter;
- a check valve that allows water to flow in only one direction;
- the counter itself;
- devices that are included in the bathroom system after the water meter.
In order to remove the water meter, you will need tools with which to dismantle:
- an adjustable wrench (or a set of wrenches to fit the size of the nuts);
- a caliper or other measuring instrument (for example, a ruler);
- hard brush for metal;
- stationery or construction knife;
- flat head screwdriver;
- rubber hose, or metal insert, with a diameter of 9 - 18 mm. in radius and length 110 mm;
- fittings (9 – 18 mm diameter) for the hose, or sealing tape for the metal insert;
- clamps (for hose) (20 mm radius);
- rubber gaskets (3/4), but they can be replaced with paronite.
First you need to close the control valve. It happens that the reason for dismantling the meter is precisely a broken control valve, which is located close to the device. And to do this you need to block the entire riser. But if this is not the problem, then it is enough to use a key (if there is no handle) or turn off the water supply by hand.
Then you need to completely drain the water from the pipe that comes after the meter, and then you need to make sure that the water is completely shut off. The dirt filter is not often cleaned, so you need to take a metal brush, after removing the filter, and carefully, but with pressure on the surface, remove the deposits. Then you need to rinse the filter under running water. To do this, you need to open the control valve for a while.
You can use a hose and bucket to avoid flooding your neighbors. The next step is to loosen the two union nuts of the water meter. And to do this, you need to hold the base of the union nut with one key and unscrew the nut itself with another key. The nuts are unscrewed one by one until the end. When the nuts are unscrewed, you need to remove the meter and pull out the old gaskets.
If the meter was installed recently and the gaskets did not have time to dry out, then they can be put back later, but experts recommend replacing them in any case. Next you need to install an adapter either from a rubber hose or from a metal tube. The method depends on taste preferences and how long the water meter will be out.
The adapter is made from a rubber hose as follows. The measuring device takes measurements of the meter (its maximum width). Next you need to measure the length of the fitting (there are 2 of them) and then you need to measure the required length of the tube. To do this, use the formula (meter width – (nozzle length x 2)).
The required length of the rubber tube must be cut with a knife and pulled one end onto one fitting until it stops. Then you need to put two clamps on the hose and thread the tube into the second fitting. The clamps are tightened at both ends of the tube with a screwdriver. That's it - the adapter is ready
There is no need to make an adapter from a metal tube. Its length and diameter are calculated according to the same principle as a rubber tube. But you don’t need to measure and cut. You just need to come to the store with this data and select the right handset. And instead of clamps, a sealant film is wound onto the threads.
Gaskets must be inserted into the adapter fittings. Craftsmen advise using paronite, since rubber gaskets can be pressed through by water pressure. The adapter is installed in place of the meter and secured with union nuts. Then you need to assemble the mud filter and open the tap.
Installing a new filling
After all treatment measures are completed, the dentist begins installing a new filling. Filling itself is a technique that is aimed at filling a dental cavity in order to restore the unit and ensure its effective protection from infection. The process uses different types of materials: from dental cements to ceramics, composites and amalgam. Their choice is made on an individual basis, taking into account the individual indications and wishes of the patient. The technique for installing a new filling is determined by the material chosen for it.
Installation of fillings made of chemically cured composite materials
The difference between chemical composites and other materials is that they harden due to a chemical reaction that is started when their components are mixed. Their high strength characteristics, on the one hand, are an advantage, but on the other hand, they are a disadvantage. Due to the fact that they are higher than those of native dental tissues, the latter begin to wear out and collapse. As for the advantages, they are:
- affordable cost;
- long service life;
- the presence of fluorine in the composition;
- high speed of creation of restoration;
- uniform hardening;
- immunity to moisture;
- Possibility of use on molars.
Stages of installing new fillings made from chemically cured materials:
- Preparation (removal of carious tissues and sanitation of the oral cavity);
- Etching and drying of dental cavities;
- Application of filling material and its uniform distribution;
- Surface grinding and polishing.
Installation of fillings made of light-curing composites
This material is well suited for small restorations of anterior teeth. Unlike chemical composites, it does not darken during use, and therefore retains its aesthetics. In addition, it hardens under the influence of ultraviolet rays of a special lamp. Thanks to this, the dentist can give the filling an exact shape and achieve a tight fit to the tooth walls. Other advantages of light-curing composite include:
- Possibility to choose the color of the material that matches the color of the native enamel;
- Excellent cosmetic result and invisible restoration;
- Minimum amount of preparation and elimination of discomfort;
- Restoring the unit's functionality to full extent.
Stages of installing a filling made from a light-curing composite:
- Preparation (removal of carious tissues and sanitation of the oral cavity);
- Selection of shade according to the “Vita” scale to match the color of tooth enamel;
- Etching and drying the cavity;
- Applying the filling material in layers with uniform distribution;
- Exposure to ultraviolet rays for 20 - 40 seconds;
- Grinding and polishing the surface of the filling;
- Applying varnish for protection.
Installation of glass ionomer cement fillings
Fillings made from this material are installed on small cavities that appear after treatment of superficial or medium caries. They are quite durable, but at the same time they are inexpensive and have good aesthetic properties. They harden through a chemical reaction initiated when their components are mixed, and can last up to ten years with proper care. Other benefits:
- High speed of filling production;
- Easy to install;
- Uniform hardening of the material;
- Minimum shrinkage during operation;
- Eliminates the risk of cracking.
Despite the simplicity of the technology, it is important for the dentist to follow all its stages, eliminating any inaccuracies:
- Treatment of the cavity with polyacrylic acid;
- Mixing the composition;
- Isolation of the area from moisture;
- Application of the material and its initial hardening;
- Application of varnish that protects against moisture;
- Polishing one day after application.
How to remove a water meter without damaging the seal
Sometimes you need to remove the meter, and it can be very expensive to wait for a specialist to remove the seal. Many experts answer this question ambiguously. Firstly, removing the filling is a very important moment. And if it is even accidentally torn off, the owner will still be fined. But when time is running out, and repair work can be done without damaging the filling, then you need to be patient and discover the talents of a jeweler in yourself.
The water meter can be removed without damaging the seal in two ways:
- A piece of pipe is removed along with the meter. This is if the design allows and the seal does not extend to the section of the pipe that needs to be removed.
- You need to remove the pipe that fits tightly to the meter. In this case, the pipe that is connected to the meter is removed, but the seal should not pass through it.
The meter can be removed without damaging the seal, but to do this it should not pass through the eyelet, which is located on the removable pipe. But, if the problem lies in the meter itself, then there is no way to avoid damaging the seal.
Even if there is a chance to remove the water meter without damaging the seal, this must be done very carefully. To do this you need to have a very fine jewelry sense. Therefore, you need to call another person to be on the safe side, or do several operations yourself at the same time.
How to remove the paper seal from a water meter
gently with a hairdryer and shift. Unfortunately, these stickers can only be removed with some skill in this direction. that is, for example, if the sticker is glued to the side of the crawl and captures both halves of the body, then while heating it evenly with a hairdryer, without raising the temperature above 80-85 degrees, carefully lift the upper part of the body, that is, with a certain heating, a shift in the plane of the sticker allows it to be left intact. heat so that black stripes (heating indicator) do not appear; all sorts of solvents irreversibly damage the adhesive layer and wash off the top ultraviolet coating (anyone will get on the top part and in an ultraviolet flashlight it will be spotty). and the expertise of the energy supplier, if you go deeper, is often and densely none and is then attributed to something that was just made up, in our city there are frequent cases when the device, after installation, was packaged for examination, and she, this examination issued a conclusion that the state verification seals were broken, etc. ., although no one knowingly picked them, as they were hung up in the verification workshop.
How can you remove the meter yourself for verification?
As already mentioned, water meters are state property. And all this should be done either by the city water utility or by companies that have a license for this. Therefore, even if you are the most wonderful master and can remove the meter in five minutes, then it can take a very long time to go through all these bureaucratic authorities. Therefore, before removing the device for verification, you need to:
- invite a specialist from a company that is licensed to remove and install seals;
- the company is obliged to have warranty service, as well as the availability of spare parts and licensed meters in case of breakdown of the installed equipment;
- all necessary documents that have legal force (with all signatures and seals).

If the owner of the water meter decides to install it himself, then he is required to invite a specialist to remove the seal, enter the data into the register and, after the installation work has been carried out, put the seal in place. But, at the same time, the representative must check whether the device is installed correctly. And if he decides that it was installed incorrectly, the owner will have to redo the job until the representative approves the work and places a new seal, which will be entered into the register.
If the owner invites a specialist to not only remove and install the seal, but also take the water meter for verification, in this case, the company is fully responsible for the quality of the work done. That is, the owner of the water meter is simply not concerned with the nuances. The specialist came, completed all the documents, removed the seal himself, removed the water meter, installed the adapter and took it for verification and gave a receipt for payment (if necessary). When the verification was completed, the same specialist called the owner of the house, came, installed the meter, received all the necessary signatures, took a copy of the paid receipt and left. Therefore, what the water meter owner should do is up to him to decide.
How to remove a seal from an electric meter: 3 solutions
Still, you decided to take a risk and removed the seal from your electricity meter. But something went wrong: either an inspection came unexpectedly while you were still in the process of installation, or, as often happens, the removed seal is in a state ready for installation, but you did not have time to install it. In order to try to remove the seal yourself, you can use a proven technique that is used by most craftsmen. If you have an old meter that has a rotary kilowatt metering head, then there is probably a lead seal installed on it. We bend the broken end of the wire, approximately 0.5-1 mm, twice so that we get a flat hook. Be careful: the wire may catch the edges of your clothing and leave snags. Using a needle or pin, we drill a hole in the filling until it takes the shape of an oval into which our hook will fit. The principle works here: “the deeper, the more necessary.” We put small pieces of rubber from the car on both sides of the seal, and put two coins on top. We compress the resulting “hamburger” using pliers. Thus, the wire is pressed into the depths, the bent end does not allow it to slip out, unless, of course, you jerk sharply. Rubber performs a protective function, preserving the impression on the filling. Coins and pliers, unlike pliers, provide us with parallel compression. Sometimes, if you're lucky, the seal may be pressed in poorly at the installation stage, and it is possible to pull the wire through before bending the hook through.

Refusal of a water meter
How to refuse water meters? There are few such owners. Moreover, at the moment it is much more profitable to pay for water using a meter than at a general tariff. But if such citizens meet, then a government agency can carry out such a procedure. And for this you need to go to the city water utility and conclude a new agreement.
After this, a specialist comes to the apartment, writes down the latest meter readings and enters all the data into the register. Then he breaks the seal and the area with the device is replaced with a metal adapter (as described earlier). That’s it – the procedure is completed, and the apartment owner now pays the general tariff. It should be added that this procedure is also available for hot water. This method exists, but it is best to obtain receipts based on water readings. It's much cheaper.
In what cases is disassembly required?
Disassembling the water meter is necessary in the following situations:
- Water meter failure. The water meter has to be disassembled to determine the cause of the malfunction and eliminate it. The breakdown can be anything - from a malfunction of the magnetic coupling to a breakdown of the impeller. The reason can only be determined by disassembly.
- When the meter is clogged. If the blockage is serious, you also need to disassemble the water meter. A filter is installed in front of the water meter, but it happens that it does not do its job and particles of silt or dirt get onto the impeller of the water meter.
- If the device leaks or the case is cracked. To eliminate a leak, you need to disassemble the meter yourself and fix it, or replace the broken part of the meter. The most common failure is a leak in the gasket between the dry and wet chambers. Such damage can be eliminated using sealant or replacing the gasket.
- If the meter is not working correctly. When the impeller stops, when its rotation slows down or accelerates.
Before disassembling, you need to think about the pros and cons. Firstly, it is simply impossible to find spare parts for a water meter on sale anywhere. Unless there is another broken device from which they can be removed. Secondly, a new device is not that expensive - perhaps it is better to purchase it than to waste energy on repairs and at the same time think about what to do with the filling.
Water meter device
A conventional vane water meter is simple: it consists of two chambers - dry and wet. There is an impeller in the wet chamber, and a gearbox with a counting mechanism in the dry chamber. Both chambers of the water meter are connected to each other by a magnetic coupling, which transmits rotation from the impeller to the counting mechanism.
Wet meters have only one chamber, which contains an impeller along with a counting mechanism. If a regular meter has anti-magnetic protection, then wet walkers do not need it, since they do not have a magnetic coupling.
Sequencing
Disassembling the vane water meter is carried out as follows:
- Removing the meter from the pipeline. In order to dismantle the water meter, you need to unscrew the two lock nuts on both sides of the water meter at the place of its installation. This damages the integrity of the seal. Therefore, before removing the meter from the pipeline and disassembling it, you need to coordinate this with the water supplier organization.
- Before disassembling the housing of cold and hot water meters, the readings are recorded. This is necessary in order to later restore them on the water meter and check them during assembly.
- To disconnect the water meter itself, you need to slightly heat it and then remove the plastic ring that holds the two halves of the device together. This must be done very carefully so as not to damage the factory seal. When disassembling wet walkers, remove the retaining ring that secures the sight glass.
- Carefully disconnect the water meter and look at the condition of the impeller. In order for it to work correctly, there should be nothing unnecessary in the wet chamber. Quite often, the water meter becomes clogged with small particles that the filter could not contain. The hot water meter may also become clogged with scale. In this case, the measurements of such a device will be incorrect.
- After this, the counting mechanism is inspected. If the gears are damaged, they should be replaced or repaired. It is impossible to purchase gears anywhere; they can only be taken from another faulty water meter.
To replace broken meter parts, you can use spare parts from another similar broken water meter. There are few other options for finding parts, unless you have friends at the water utility testing service or at a water meter production plant.
How to remove the seal from a gas meter without damaging it
Important! If you still want to try your luck, first remember how the sealing product was installed. Even better is to photograph the filling from several angles. After the work is done, it is important to create the effect that the counter has not been touched for a long time (for example, you can dust it with dust for greater authenticity).
- For resealing, it is advisable to use new wire or fishing line. Now all that remains is to pass them through the holes of the plastic product, secure the seal on both sides with plastic or metal plates and crimp with pliers. It is important not to overdo it, so as not to damage the fragile material.

How to assemble and install it
After disassembly and repair, the water meter must be reassembled correctly. Assembly is carried out in the following sequence:
- Carefully put back all the parts of the water meter in the dry and wet chambers. Assembling the entire filling is done in reverse order. In order not to get confused, it is recommended to draw a small installation diagram on a piece of paper when disassembling.
- We display pre-recorded meter readings on the counting mechanism. We must ensure that they do not go astray when assembling the mechanism.
- We fasten the water meter with a retaining ring. Carefully install the retaining ring, while trying not to damage the seal. If you install it yourself, this is quite possible, but highly undesirable.
- We install the assembled water meter. To do this, install the water meter in its place and secure it with lock nuts. The sealing washers must be replaced with new ones.
After assembly and installation, check its operation. If the meter works normally—better than before repair—then it can be used like this until the next verification. If the problem persists or the water meter is leaking, you will have to repair it again or buy and install a new one.
After checking the operation of the water meter, you should invite a water utility inspector to seal it.
How to remove the seal sticker? Bad advice
Types of seal stickers
There are a great many, but there is only one method of withdrawal. To do this, it is proposed to take a three-liter cylinder with two holes made in the plastic lid. It is proposed to tightly and hermetically connect 2 rubber hoses, one meter each, to these holes. The hose should plunge one centimeter into the lid and fit very tightly to the hole. Next, fill the container with boiling water in a thin stream. We carefully ensure that the cylinder does not crack from water, otherwise all manipulations will have to be repeated. We place the cap from the cylinder in place and move towards the seal with the clear intention of removing it. We put the thinnest polyethylene on the seal and direct one of the hoses directly to the seal. We blow intensively into another hose, monitoring the state of health. So you can lose consciousness. Instead of a natural mouth pump, you can use a car pump. Hot steam begins to emerge from the hose. And thanks to this, the adhesive layer of the seal softens and it can be easily removed and then returned to its place, since the seal is designed in such a way that the adhesive properties are retained for a long time. The seal-sticker is glued to the place of possible unauthorized access and the mechanism of action is similar to the sealing indicator tape. Upon penetration, it displays the inscription “opened” and allows one to speak with one hundred percent accuracy about a hack. Used everywhere. Mainly in places that are difficult to access for installation of plastic and lead seals.
What to do with a filling
To remove and install a water utility seal, you must obtain the appropriate permit. To do this, you should contact this service when removing the water meter and when installing it for official sealing. This service is provided on a paid basis.
Related article: Replacing the water meter yourself
It is more difficult to install the factory seal of the water meter itself. There are several options here:
- Careful assembly and disassembly of the water meter. You can very carefully disassemble and reassemble the meter without damaging the seal. In most cases this fails, but this option is also possible.
- Remove and install the seal yourself. There are ways to remove and install fillings without visible damage. At the same time, such work must be done very carefully so as not to completely break the seal. If the control is not too strict, you can purchase seals and a sealer and install the seal yourself.
- Find a specialist who can restore the seal on the water meter. If you can’t do it yourself, then you can find someone who can do it.
It should be remembered that these actions are illegal and entail administrative liability. If there is the slightest violation of the integrity of the seal, it is better not to submit the water meter for verification, where this may be detected. In this case, it is better to buy a new water meter and do without verification at all. A new water meter is inexpensive, so its purchase is completely justified.
Some consumers, in order not to pay for used water if they have accumulated a large debt over several months, prefer to buy a new device. The cost of a new water meter can be much lower than the payment for water according to the readings of the old water meter.
Indications for removing old fillings
Any filling has a service life, and then it must be replaced. On average, it is about five years, after which it shrinks, loses its properties and is no longer able to provide the proper level of tightness. As a result, bacteria penetrate into the dental cavity, causing secondary caries and other dental diseases. If treatment is not carried out promptly, you can lose the entire tooth. Sometimes an old filling does not loosen and the tooth underneath does not hurt, but disruption of its shape negatively affects the bite. Small fragments of food fall into the resulting cracks and, lingering there, begin to decompose, which leads to irritation of the interdental papilla and inflammation of the mucous tissues. Other indications for removal:
- Improperly performed root canal treatment, after which carious areas remain in them and secondary caries develops under the filling;
- Injury to the gums by a sagging filling and its inflammation, which is accompanied by the formation of a periodontal pocket, the development of caries and periodontitis;
- Darkening of the filling material, its chipping and loss of aesthetics by the filling, which spoil the patient’s smile;
- The material, even a recently installed filling, does not adhere well enough to the walls of the tooth;
- The need for treatment or retreatment of root canals in a filled tooth.
When we talk about removing a temporary filling, we are talking about removing material that was placed only for a short period of time and is therefore not strong enough. This approach is most often practiced when:
- removal of the nerve to evaluate the effectiveness of treatment;
- removal of the nerve to evaluate the effectiveness of treatment;
- treatment of purulent inflammatory processes of the pulp;
- individual production of inlays for restoration.
After a certain period of time, the dentist removes the temporary filling and replaces it with a permanent one.
What to do if the seal on the water meter is broken. Unmetered water consumption
When registering a water meter, a representative of the service company seals it and writes down the seal number in the report (by the way, now many resource supply companies install anti-magnetic seals on the water meter), and also records the current meter readings.
The seal is installed in order to prevent unauthorized persons from interfering with the operation of the device for the purpose of illegal use of water.
But sometimes circumstances develop in such a way that the seal on the water meter was torn off without malicious intent.
What to do next, and will there be a fine for this?
What is considered unaccounted for water use, and what is the punishment for it?
Before moving on to the problem of a broken seal, you need to figure out what is considered unmetered use of water, and what is interference in the operation of the meter or unauthorized consumption.
Unmetered water consumption is the consumption of water in the absence of metering devices (there may be various reasons - the meter is out of order, was never installed).
Illegal water consumption (as well as interference with the operation of the meter) is considered under the following conditions:
- Each subscriber using water must enter into an agreement with the company providing such service. Consumption of water in the absence of such an agreement is an unauthorized connection.
- Unauthorized connection of a home water supply to the central system without the appropriate documentation authorizing these actions is considered illegal.
- Interference with the operation of a water meter is considered to be: the presence of mechanical damage to the water meter, loose fitting of the indicator glass, or violation of the integrity of the seal.
However, not every unmetered water consumption is punishable by large fines: if the meter simply fails for reasons beyond the control of the consumer, then the supplier makes a calculation based on the average consumption of the utility resource over the last 6 months.
In other cases (in case of unauthorized connection, breaking the seal and failure to report this fact, or interfering with the operation of the meter), this is punishable by a fine.
Punishment for illegal use of water
With the rise in prices for utility bills, cases of water theft have become more frequent. Supply companies began to actively fight against unaccounted consumption. If unaccounted use of water is detected, especially during unauthorized connection, the subscriber has the right to take the following actions:
- a representative of the resource supply or management company draws up a report on unauthorized connection to water supply systems or a report on interference with the operation of the metering unit;
- The cost of consumed water is recalculated for the last 3 months or from the date of the last inspection based on the power of unauthorized connected equipment (for unauthorized connection) or based on ten times the water consumption standards.
What does the subscriber face if the seal is accidentally broken?
An ordinary seal in the form of a lead or plastic stamp is hung by the inspector on the meter using a thin wire, fishing line or thread. Sometimes they rot on their own due to dampness. It happens that a person accidentally gets caught on a seal or children can tear it off. There are many options.
The legislation does not provide for a fine for accidentally breaking a seal from a metering station; however, there are some pitfalls. If the subscriber lives in an apartment building where a HOA has been created, the amount of the fine may be separately displayed in the contract. In other cases, the service provider is guided by current legislation.
If the seal was accidentally broken, the subscriber must immediately report the fact of the seal breaking and the current readings at the time of its breaking to the resource supplying organization (HOA or management company).
In this case, failure of the seal will be regarded as a breakdown of the water meter. In accordance with 59 Decree of the Government of the Russian Federation No. 354 of 05/06/2011, the subscriber is allowed to recover the cost of the resource based on the average monthly volume of water consumption during the period of absence of the seal.
If you do not notify the water supplier about the seal being broken, and this fact is revealed during the inspection, then the calculation will be made for cases of interference with the operation of the metering unit - based on ten times the volume.
